  Everybody on an airplane has to have a seat – that is a rule in every country in the world. So you can only let people on if you have a seat for them. The biggest airplane in the world (Airbus A380) can have up to 853 seats on it. It is like a double decker bus and is very big – you should have a look at one on the internet.
